Master Plan
The East Race area of South Bend has the
potential to become an exciting, dynamic and mixed use urban
neighborhood with its own unique identity. Located east of
the St. Joseph River and incorporating the historic East
Race of the river, the neighborhood is poised for private
and public sector investment and development.
Before the turn of the century the East
Race area was incorporated as Lowell, Indiana and was a
separate and thriving community separate from South Bend.
Late in the 19th Century the two communities were
incorporated as a single municipality. Today, the East Race
area retains a blend of its historical past, new
professionally oriented real estate and a mix of vintage
residential dwellings and medical support offices.
In 2007, at the request of the City
Administration, Holladay Properties of South Bend
facilitated a strategic planning process employing the
assistance of the JJR planning firm of Chicago, Illinois and
a significant representative group of private and public
sector stake holder individuals.
The Catalyst for a Strategic
Development Plan:

Private and public sector investment
in the East Bank strategic planning target area has been
limited for the past decade.

A current market driven strategic
plan for the East Bank area does not exist.

The City Administration is prepared
to make pre-development and partnership financial
investments in the East Bank area upon completion of a
community supported strategic development strategy.

The river and the East Race are
under-utilized assets of the community and can act as a
unique catalyst for phase one development
recommendations. Both the river and race have prime
vacant land available for immediate development
consideration.

Several non residential buildings in
the area are not being utilized for their highest and
best use in addition to opportunities presented by
several vacant and prime “in-fill†sites.

Opportunities for development within
the East Race area are poised for success due to
significant investments in the contiguous Downtown, the
St. Joseph Regional Medical Site and Eddy Street
Commons.
